Clarification of situation. Ai Chih Tsai has to use quota system as a Chinese citizen wanting to immigrate to US. There is quota availability at this time. UNRRA is in contact with Shanghai and will do all it can.

Thank you for letter from August 30. UNRRA received cable from UNRRA-Shanghai that a special quota number has been allotted to Ai Chih Tsai and he will be granted a visa by the end of Sept. He should go to American Consulate in Shanghai on September 12, 1947.

Requesting 1 year extension of passport issued by Chinese Embassy which expires on April 16, 1947. Also requesting exit and reentry visas. Ai Chih Tsai intends to go to Taiwan with family and teach at Taipeh Theological Seminary.

Ryo (Morikawa) Tsai received letter from Immigration and Naturalization Service office in Philadelphia saying that she cannot petition for Ai Chih Tsai's return since he is a Chinese citizen. Applying for immigration is the only route. Ai Chih Tsai will stay in US at least 5 years and wants to work in a West Coast church.
